KSU representatives participated in the presentation of the draft updated Development Strategy for the Kherson region until 2027
Representatives of Kherson State University actively participated in the presentation and public discussions of the draft updated Strategy for the Development of the Kherson Region for the period up to 2027, which took place on July 28–29 in Mykolaiv.
The event was organized by the Kherson Regional State Administration in cooperation with the «Polaris Program – Supporting Multi-level Governance in Ukraine». Representatives of communities from the Kherson region, authorities, the expert community, the scientific community, and international partners joined the discussion.
The participants were welcomed by the First Deputy Head of the Kherson RSA Dmitry Butriy, the leader of the «Local Level Recovery» team of the Polaris Program Olga Shubina, and the Director of the Economic Development Department of the Kherson RSA Artem Mishin.
According to Dmitry Butriy, the large-scale destruction, the environmental consequences of the Kakhovka HPP destruction, and the forced displacement of people require new approaches to regional development, and the updated Strategy is intended to be an action plan adapted to modern realities with clearly defined priorities for recovery and protection of the population.
Kherson State University was represented at the event by Professor Ihor Pylypenko and Associate Professor Mykola Homaniuk, who served as moderators for the thematic sections of the public discussions.
At the same time, the university's participation in updating the strategic document is much broader. The working group for preparing the draft of the updated Strategy included KSU Rector Oleksandr Spivakovsky, Professor Daria Malchykova, Professor Ihor Pylypenko, and Associate Professor Mykola Homaniuk. Updating the Strategy is an important stage in preparing the region for post-war recovery. The document, developed back in 2021, required updating to account for the challenges faced by the Kherson region as a result of the full-scale war. Furthermore, the implementation of the public investment management reform requires that development project funding be based on up-to-date strategic documents.
Therefore, the updated Strategy will serve as the basis for forming a medium-term public investment plan, attracting international technical assistance, cooperating with partners and investors, and implementing projects aimed at the recovery and development of the Kherson region. The participation of scientists from Kherson State University in the development and public discussion of the Strategy once again confirms that the university remains one of the key expert centers in the region.
Despite relocation, KSU continues to work on forming a strategic vision for the development of the Kherson region, providing scientific and analytical support to its recovery and sustainable development processes.
